Extended Opportunity Programs & Services (EOPS) is a state-funded program designed to help students with language, social, economic, and educational disadvantages gain access to and successfully complete a program of higher education.

Cooperative Agencies Resources for Education (CARE) was established as a supplemental component of EOPS to provide educational support services and activities for the academically underprepared, welfare-dependent, single head of household student population.

  • After EOPS application approval, students will have the following services available:

    • Academic, Career, and Personal Counseling
    • Book Services/Grants
    • School Supplies
    • Priority Registration
    • Student Activities
    • Workshops
    • Transfer/ Career Assistance -CSU and UC Fee Waiver
    • Scantrons

  • To be EOPS eligible, students must:

    • Be a California resident or California Non-resident;
    • Qualify for California College Promise Grant (CCPG) Method A or B
    • Be enrolled as a full-time student (12 units) at West Hills College;
    • Not have completed 70-degree applicable unit course work.
    • Be educationally disadvantaged as determined by EOPS designee or director.
    • Academic Eligibility (You must meet AT LEAST 1 of the following)
      • Student did not graduate from high school or did not obtain a General Education Diploma (G.E.D.)
      • High School GPA was 2.5 or below.
      • Student was previously in high school or college remedial education.
      • Student is a First-Generation college student, or is a member of underrepresented group, or primary language spoken at home is/was non-English or is a current or former foster youth.

    To be CARE eligible, students must be:

    • EOPS eligible;
    • At least 18 years of age;
    • Single-parent head of household;
    • A current recipient of CalWORKs/TANF;
    • Have at least 1 child living at home;
